My research interests span the broad themes of public policy, gender, science and technology policy and the EU. I am particularly interested in combining concepts from interpretative policy analysis and gender theory to better understand the political struggles involved in policy implementation.
My thesis examines the implementation of gender mainstreaming, in EU science and research policy, as a case study of change or resistance in gender relations within the state. In it I tackle an enduring research puzzle in feminist public policy: Why does rhetorical acceptance and promotion of gender equality policy often coexist with disappointing or patchy policy outcomes?
Drawing on interpretative policy analysis and Actor Network Theory (ANT) I conceive of gender mainstreaming implementation in terms of knowledge processes, whereby unfamiliar, (feminist) conceptions of gender/gender equality are inserted into mainstream institutions. To capture this my thesis develops the theoretical concept ‘Gender Knowledge’ which helps us identify the processes through which perceptions of gender equality issues are stabilised and mobilised in policy making and implementation processes.
